Provincial Nominee Program (PNP) Canada

What is the Provincial Nominee Program (PNP)?

The Provincial Nominee Program (PNP) allows Canadian provinces and territories to nominate individuals who want to immigrate to Canada and settle in a specific region. While only the federal government of Canada can issue permanent resident visas, provinces play an active role in selecting immigrants who are interested in living and working in their province.

Each province and two territories (except Quebec, which has its own immigration system) have unique PNPs tailored to meet the specific labor market and economic needs of the region.

How Does the PNP Work?

The PNP allows provinces and territories to:

  • Nominate candidates for permanent residence based on the region's specific needs.
  • Select individuals who have a genuine intention to settle in that province or territory.

Once nominated, individuals can apply for permanent residence through the federal government. In most cases, the PNP has at least one immigration stream aligned with the federal Express Entry system.

Steps in the PNP Process:

  • Application to the Province: Individuals apply to the province or territory where they want to live.
  • Provincial Nomination: After evaluating the applicant’s intent to settle and contribution to the region, the province may issue a nomination certificate.
  • Federal Application: After receiving the provincial nomination, applicants submit it to the federal government to obtain a permanent resident visa.

Who Can Apply for the PNP?

Candidates for the PNP are selected based on their ability to contribute to the province's economy and meet its specific needs. The program is open to:

  • Skilled workers who can fill labor shortages.
  • International students wishing to gain permanent residency and employment post-graduation.
  • Family members of Canadian residents or citizens.
  • Individuals with job offers from employers in that province or territory.

In many cases, if an employer wishes to hire foreign talent, they can support the application by proving the need for hiring outside of Canada. Once the nomination is granted, the applicant can proceed with their permanent residence application under the PNP.

Benefits of the PNP

  • Faster Immigration Process: PNP nominations can speed up the immigration process, especially for candidates using the Express Entry system.
  • Tailored to Provincial Needs: The programs are designed to meet the specific economic and labor demands of each province or territory.
  • Opportunity for Students: Many provinces have special categories that allow international students to gain permanent residence after completing their studies.
